If the UK leaves the EU without a deal, imports between the EU and the UK will be treated like any other import shipment from the rest of the world.
Why were Transitional Simplified Procedures Introduced?
At present, when goods are imported to the UK from the rest of the world, a customs declaration is required before the cargo can be released to the receiver. This usually requires the receiver to also settle any import VAT and customs duty which may be due.
The transitional simplified procedures will allow for an import entry from the EU to take place with lesser information than would usually be required for a full import entry from the rest of the world. The TSP will allow for the consignee to delay the submission of a customs entry and also settle any customs duty payable at a later date.
I already trade outside of the EU, do I need to register for Transitional Simplified Procedures?
If you already trade outside of the EU and are completing customs declarations through a customs broker / freight forwarder, you can use this same method for any EU-UK movements. If you prefer, it is still an option for you to register for transitional simplified procedures. Please note that registration for TSP is not compulsory.
I only trade with Ireland and Northern Ireland. Do I need to apply for Transitional Simplified Procedures?
No, the Transitional Simplified Procedures do not apply to movements between the UK and Ireland / Northern Ireland.
Will the Transitional Simplified Procedures remain in place permanently?
It is expected that the Transitional Simplified Procedures will remain in place on a temporary basis only. HMRC will provide a 12 month notice period if they decide to change or withdraw these procedures.
It is hoped that this period will give businesses enough time to familiarise themselves with the full customs process and appoint a third party such as a freight forwarder to carry this out on their behalf.
